An Anniversary without Glory
On the 16th of January, 24 years ago, the Chapultepec accords were signed – an agreement which has carried us through an extended period of transition between civil war and a new regime of political peace. For the outside observer, the new political life seems like a war without guns – nobody ever surrenders. But in fact, the country has advanced a lot in constructing democratic institutions. Behind the exaggerated rhetoric of the two sides, former enemies at war, there is a persistent tendency to come to agreements which bring governability.
